Diagnosis and recommendations for the modernization of autonomous regional councils

Abstract

This report gathers the results of the consultancy “Elaboration of diagnosis and recommendations for the modernization plan of the regional councils of the autonomous regions of the North and South Nicaraguan Atlantic”. The document consists of four parts. First, a very brief description is made of some elements that are necessary to understand the specificities of the autonomous regime of the Nicaraguan Atlantic Coast. Second, it offers an overview of the institutional framework in which the autonomous regime develops and highlights its main characteristics. Third, it addresses the current situation of the regional councils, with special emphasis on the identification of the aspects that constitute obstacles to their consolidation. Finally, some recommendations aimed at strengthening regional governments are formulated.
