Reform for security and development in the Nicaraguan Caribbean

Abstract

The issue of security is no longer only a balance of forces and commitments of reciprocal assistance in case of aggressions, but it is also based on the need to establish a just social order and sustainable and integral development. In the case of the Coast, according to the author of this article, the governments of Managua, through their actions, favor the weakening of the rule of law, through non-compliance with the Constitution and national and international laws. Human security and the enforcement of human rights in the Caribbean Coast necessarily require the respect and consolidation of its autonomy. Disregarding this reality, as successive central government administrations have been doing, weakens the rule of law, generates instability and threatens citizen security. Of citizen security.
